Shiv Sena on Monday sought that I-cards should be made compulsory in Mumbai too so that "outsiders" should not be allowed to enter the city without some sort of permit. Stock market benchmark Sensex on Monday rose 125 points to close in on the next milestone of 21,000 as investors bought shares on expectations that companies will announce good quarterly results later this month.The Sensex remained in bull orbit and added 125.76 points to settle at 20,812.65. The key-index touched the day's high of 20,861.83 and a low of 20,438.19 points. The National Stock Exchange index Nifty rose by 4.80 points at 6,279.10, after touching a high of 6,289.80 and a low of 6,193.35 points. Major support to the market came in from realty sector as its index surged 328.88 points to 13,614.17 points. Bank index rose 286.93 points to 12,191.99, while capital goods index added 121.32 points to reach 20,150.56 points.

The West Bengal government on Monday asked the police to submit a report over the alleged killing of a girl student of Visva Bharati university in Santiniketan by the driver of a city police.
A third year music department student of the university, Saswati Pal was shot dead by the driver of a Kolkata Police officer with a stolen service revolver yesterday. The assailant, Amaresh Kundu, then turned the gun on himself and succumbed to his injuries on Sunday night while being taken to Kolkata.
"The incident is most surprising. Generally, such incidents hardly take place," Home Secretary P R Roy told reporters. Stating that there were loopholes in security at the campus, Roy said he had asked the police to provide security to the university. He said there were also lapses on the part of Kolkata Police as the girl was killed with a service revolver stolen from a police constable.
"The theft is being looked into by the Kolkata police," he said. He, however, said it was not easy to provide security to all hostels for girls in the state and institutes should have their own security.
The Birbhum Superintendent of Police has been asked to submit a detailed report on it, Roy said.

On the other hand, Seeking to turn the heat on the Government, the UNPA on Monday announced the launch of an agitation to highlight the problems faced by farmers and wants to rope in the Left parties in a bid to embarrass the Congress. Top leaders of the UNPA constituents -- the Samajwadi Party, TDP, INLD, National Conference and AGP -- met in New Delhi to finalise the agitational programme against the Central Government's "flawed policies."
UNPA leaders said the alliance will organise a series of rallies in places like Aurangabad, Mumbai, Ranchi and Sonepat and hold a sit-in outside Parliament during the Budget session beginning next month.
"We have requested Left leaders Prakash Karat and A B Bardhan to join in the agitation and in the dharnas," Telugu Desam leader Chandrababu Naidu told reporters here after the meeting.
Naidu and Samajwadi Party leader Mulayam Singh lashed out at the UPA government for "ignoring" the plight of farmers and questioned the Government's decision from importing foodgrains to imposition of President's Rule in Nagaland.
"The Government's mechanism to fix minimum support price for foodgrains has become defunct. It has been deciding MSP on an ad hoc basis. It has also not implemented the Swaminathan Committee report to bail out farmers," Naidu said. He also demanded an increase in the minimum support price for foodgrains as suggested by the Swaminathan Committee. "The Government is paying no attention to the plight of farmers. It has failed completely," Mulayam Singh said.
The Centre was committed to provide social security to all workers in the country, Union Minister for Labour and Employment, Oscar Fernandes said on on Sunday. Inaugurating the general council meeting of the Building and Road Workers Federation (INTUC) in Kochi , he said the government believed that without solving the problems of poor the country could not progress. The Centre had introduced a bill in the Parliament to provide social security to the unorganised sector workers and a standing committee had scrutinised it and submitted their recommendations, he said.
A health insurance for workers of unorganised sector would be implemented from April 1. It provided a Rs 30,000 free health insurance cover to a five-member-family belonging to BPL category, he said.
The 'Am Aadmi Bima Yojana' for the poor workers in the unorganised sector provided insurance for permanent and partially disabled.
Terming the 'Building and other Construction Workers Welfare Act' of Kerala as a model one, he said other state governments should keep the Act as a guideline for the construction workers.
In his presidential address, A C Jose, President, Kerala Building and Road Workers Federation (INTUC) said at present there were over 3.5 lakh workers in the Federation. He urged the Minister to create an All India Welfare Fund for construction workers.

Academics deplore shooting at Santiniketen
Kolkata: Academics and litterateurs on Monday expressed concern over the gunning down of a girl student at the Viswa Bharati University in Santiniketan, saying "the incident is an instance of an intolerant society". Educationist Nabaneeta Debsen said "Violence spreading to Tagore's abode of peace is a tragic development".
Eminent painter Jogen Chowdhury, who teaches at Viswa Bharati, said "the incident is an instance of an intolerant society".
Calcutta University Pro Vice-Chancellor Suranjan Das, said while the younger generation was in a competitive spirit after globalisation, there was serious erosion of values and the campus killing was one such instance.
A teacher of Presidency college, who did not want to be quoted, said the incident was in total contrast to the festivities marking 'Pous Utsav' in Visva-Bharati a week ago.
"In Presidency College, campus violence was a regular feature during the Naxalite movement in the 70s, but that was a political offshoot later curbed by the state administration.
"In this case it was a personal agenda which indicates that the central university is in deep crisis," he said.

Buddhist priest's death: stray violence on day 2
Mumbai: Sporadic incidents of burning of vehicles and stone-pelting were reported on Monday from parts of the city which witnessed violence on Sunday following the alleged suicide of a Buddhist priest.
Nagrale added that people had voluntarily shut establishments today and "minor" incidents of violence like a group of youngsters pelting stones on some vehicles and the burning of a couple of vehicles were reported.
The situation in the areas around Deonar, from where incidents of arson and stone pelting were reported on Sunday, remained volatile on Monday.
All the shops on P L Lokhande Marg connecting Amar Mahal with Deonar, a stretch dominated by Dalits and Muslims settlements, were closed on Monday and an impromptu "bandh" was observed, Additional Commissioner of Police (East Region) Hemant Nagrale said.
Large number Dalit and Muslim youths came out on the streets in the stretch which was virtually closed for vehicular traffic.
Protest marches by sloganeering youths were also witnessed in the area.
The post-mortem report of Bhadant Sanghraj Thairo (75), the priest of Sandesh Buddh Vihar near Deonar slaughter-house who was found hanging in his house, was "inconclusive" as some other priests successfully demanded a second autopsy be carried out, police said.
Some colleagues of Thairo suspect foul play and have filed a complaint alleging murder.
CPI(M) to remain with DMK for next assembly polls
Madurai : Refuting the reports that CPI(M) would not ally with either the DMK or AIADMK in Tamil Nadu in the next assembly polls, its state secretary N Varadharajan on Sunday said that the party was satisfied with the welfare measures of the DMK government.
"CPI(M) is satisfied with the Tamil Nadu government's welfare measures and had no second thoughts about changing its alliance in the state", Varadharajan told reporters here.
According to reports in a section of the media, Varadharajan had said that the party was going for an alliance without DMK and AIADMK for the next assembly polls in the state.
The "alliance controversy" was created by some quarters and my words were "misinterpreted", he said.
As far as CPI(M) was concerned, its alliance is with the DMK, he added.
He also sought to distance his party from DMDK, saying that it had shown its "true colour" when its leader Vijaykant remarked that BJP leader Narendra Modi had won the Gujarat elections because of his performance.
PMK leader S Ramadoss, on the other hand, was keen on an alliance with the Congress. Howvever, in Tamil Nadu, Congress was not a big party, he said.
To a question on what would be the party's stand if the DMK allied with the Congress in the state, he said: "we will see when that happens".
Varadharajan said the AIADMK's path was also clear as it had joined hands with the "communal forces" like the BJP in stalling the Sethusamudram Project which would bring prosperity to the state.
The CPI(M) would urge the government to expand and expedite its welfare schemes, he added.
Script writer gets threatening phone calls
Kochi : The script writer of the newly released Malayalam film 'Of The People, dealing with contemporary political issues in Kerala, has received an anonymous call threatening that he would be killed, the movie's director and producer Jayaraj said on Monday. Speaking to reporters here, Jayaraj said this is the second time that the script writer Sreekumar Shreyas was getting such a threatening call. He said the first call was received sometime back and they ignored it, but Sunday's incident was the second. They have not made a formal complaint to the police, he said.
Jayaraj said the new film "deals with subjects of contemporary political issues in the state including the 'sensitive' issue of Munnar eviction (drive against encroachments on government land) and the farmers' suicide in the state."
The film was released on January 4 in 26 theatres in the state, he said, adding the response from the people was good.
Jayaraj was the director of the blockbuster Malayalam movie 'For The People' and 'By The People', which was not as successful.
Barak missile deal: SC seeks status of CBI probe against Nanda
New Delhi : The Supreme Court on Monday directed the CBI to apprise it within three days of the status of investigation into the controversial Barak missile deal involving arms dealer Suresh Nanda who has been restrained from leaving the country.
While asking the investigating agency to place before it an affidavit in this regard, a Bench comprising Justices G P Mathur and Aftab Alam also wanted to know from Nanda, who has sought release of his passport, the details of his proposed foreign visit.
Senior advocate Mukul Rohatgi, appearing for the NRI arms dealer, said his business was suffering as a result of the seizure of his passport. He has been in the country for 15 months and his business all over the world was suffering, he added.
However, Additional Solicitor General Amrender Sharan, appearing for CBI, opposed the plea saying that Nanda's involvement in the deal was to be probed as he had allegedly received kickbacks in the Rs 1,150-crore defence deal with an Israeli firm.
The ASG said probe was being conducted against Nanda, son of former Navy Chief S M Nanda, who allegedly had brought money from abroad without specifying its source.
He said investigation will take some time as the case has international ramifications and the investigating agency was waiting for replies from various countries on the Letters Rogatory sent to them.
The agency said once the responses are received, Nanda would be confronted with documents relating to the case.
SC for Centre's role to resolve Palar dispute
New Delhi : The Supreme on Monday asked the Centre to intervene to resolve the dispute between Tamil Nadu and Andhra Pradesh over the construction of a reservoir across river Palar. After a brief hearing, a Bench headed by Chief Justice K G Balakrishnan posted the matter for further hearing after four weeks.
Tamil Nadu has sought a direction seeking to restrain Andhra Pradesh Government from executing the plan to build the reservoir in Kuppam area.
Senior advocate K Parasaran, appearing for Tamil Nadu said pleadings in the matter have been completed.
Senior advocate Rakesh Dwivedi, appearing for Andhra Pradesh, said that Tamil Nadu's suit was not maintainable.

Court adjourns sedition hearing of ethnic Indian leader
Kuala Lumpur: A Malaysian court on Monday adjourned to March 3 hearing of sedition charges against a detained ethnic Indian leader, who has been spearheading anti-government protests by the community.
A sessions court here postponed the case of Hindu Rights Action Force (Hindraf) leader P Uthayakumar after his counsel Sree Devi sought an adjournment, saying she has to get instructions from her client, now held in a detention camp.
Uthayakumar was arrested along with four other Hindraf leaders after a massive rally here on November 25, which saw police using tear gas and water cannons to disperse some 20,000 ethnic Indians protesting their alleged marginalisation in the multi-racial country.
Delimitation: SC grants more time to Centre
New Delhi : The Supreme Court on Monday granted the Centre four weeks to respond on a plea seeking implementation of the Delimitation Commission's recommendations on re-constituting Parliamentary and Assembly constituencies in the country.
A Bench headed by Chief Justice K G Balakrishnan accepted the plea of Additional Solicitor General Gopal Subramanium for deferring the matter after he said that the issue was being looked into by an appropriate authority.
A bunch of PILs have been filed seeking direction to the Centre that the notification on re-defining boundaries of constituencies be put before the President for her assent.
The Court on December 10 had issued notice to the Centre on the petitions filed by an NGO, Delhi Study Group, and others seeking immediate implementation of the Commission's recommendations so that the coming elections in various states were held in accordance with the re-defined boundaries of the constituencies.
It was alleged that despite the Commission making its recommendations more than two years ago, the Centre was dragging its feet on getting the Presidential assent.
A similar petition filed by BJP leader from Rajasthan, Kartar Singh Bhadana, was tagged with the the Petition of the NGO.
'Pakistanis want democracy; fear US is hostile toward Islam'
Washington: A majority of Pakistanis want a "moderate and democratic Islamic" state but is wary of the US as they perceive that Washington is "hostile" toward Islam, according to a survey.They have little sympathy for Islamist military groups and rejects "Talibanization" of the country and supports recent government efforts to reform the madrassah system, said the survey conducted by WorldPublicOpinion.org with assistance from the US Institute of Peace.
"While Pakistan is racked by conflict between leaders and groups vying for power, this poll indicates that most Pakistanis largely agree on a moderate and democratic Islamic state," Steven Kull of WorldPublicOpinion.org said in a statement recently.
"The good news is that majority of Pakistanis view most militant groups in Pakistan as a threat. The bad news is that many Pakistanis view the US with great suspicion," Christine Fair of the RAND Corporation, formerly at the US Institute of Peace, remarked.
There is a growing Pakistani perception that the United States is hostile to their desire for a more Islamic society. Indeed, 86 per cent now say it is definitely (70%) or probably (16%) a US goal to "weaken and divide the Islamic world."
The survey finds strong public support for a wider role for Islam.
Asked to gauge the importance of living "in a country that is governed according to Islamic principles (Sharia)" on a 10-point scale, 61 per cent give an answer of 10 (meaning absolutely important).
And on the importance of living "in a country that is governed by representatives elected by the people", the mean response is 8.4, which indicates an overwhelming support for the suggestion.
Benazir feared al-Qaeda can take over Islamabad in 2 to 4 years
New York: In one of her last media interviews, former Pakistani premier Benazir Bhutto had voiced fears that al-Qaeda could be marching on Islamabad in two to four years.
"'Your policy of supporting dictatorship is breaking up my country.' I now think al-Qaeda can be marching on Islamabad in two to four years," she had told Parade magazine when asked what she would you like to say to US President George W Bush.
Bhutto had said she would tell Bush that propping up Pervez Musharraf government, which is infested with radical Islamists, is only hastening disaster.
"I am what the terrorists most fear," she had said in the interview, "a female political leader fighting to bring modernity to Pakistan. Now they're trying to kill me."
The interview with Parade, which is distributed as an insert with many American newspapers like the Washington Post, the Boston Globe and Los Angeles Times, was recorded just days before the former premier was killed in an attack in Rawalpindi on December 27.
The magazine went to print on December 21.

``Save the nation! We love our king!'' chanted about 1,500 protesters who marched through central Katmandu, blocking traffic for hours. They gathered outside the prime minister's office and waved the green, yellow and white flag of the monarchist National Democratic Party (Nepal), which organized the rally.
They were protesting the decision last month by Nepal's seven main political parties _ including communist former guerrillas _ to turn the kingdom into a republic after elections expected no later than mid-April.
``We were quiet and patient for a long time, but we have been compelled to come out in the open to save our nation. How can these so-called main political parties decide for the entire nation to remove a 240-year-old monarchy from the country?'' said Kamal Thapa of the National Democratic Party (Nepal).
Hundreds of riot police kept a close watch on the protesters but there was no violence.
Gyanendra, previously a constitutional monarch with mostly ceremonial powers, seized control of the country in February 2005, claiming the government had failed to quell a decade-long communist insurgency. The move was met by widespread protests against his authoritarian rule, and he was forced to step down and relinquish most of his powers in April 2006.
In December, the political parties agreed to make Nepal a republic as soon as a Constituent Assembly _ charged with rewriting the constitution and shaping Nepal's political future _ was elected. Polls were to take place no later than Nepalese New Year in the second week of April.
Calls to the office of the king's press secretary went unanswered Monday. The king's press office has refused to comment to the media since April 2006.
Arjun Narsingh, a spokesman for Prime Minister Girija Prasad Koirala's Nepali Congress party, said the protesters have the right to demonstrate, but that it would not change anything.
``In a democracy every individual or organization has the right to express their views in a peaceful matter. ... But the decision we reached in removing the monarchy is what the people want. If they (the monarchists) don't like it, they can challenge it by taking part in the election,'' Narsingh said.
The National Democratic Party (Nepal) has yet to register for the upcoming poll.
The communist rebels gave up their armed revolt last year and joined a peace process, after more than 13,000 people died in the fighting.
They entered parliament in January 2007 and joined the government three months later, but withdrew in September demanding electoral reform and the immediate removal of the king. Since then Nepal has faced a deepening political crisis.
The Maoists rejoined the coalition government last week.
For centuries, Nepal's monarchy held absolute sway over the country. Gyanendra's ancestors have been traditionally considered reincarnations of the Hindu god Vishnu, to be venerated by their subjects.
However, that wasn't the case for Gyanendra. His tumultuous reign began in 2001 after a palace massacre, in which the crown prince was accused of gunning down King Birendra and much of the royal family, before killing himself.
Mayawati alleges Congress leaders conspiring to eliminate her
New Delhi (PTI): The confrontation between the Congress and the BSP turned ugly on Monday with Uttar Pradesh Chief Minister Mayawati accusing certain Congress leaders of conspiring to eliminate her.
She also threatened to withdraw support to the UPA at the Centre anytime after January 15.
Mayawati hit back at the Congress as also the party-led coalition at the Centre at a press conference here in the wake of her recent criticism by some Congress leaders on issues including failure to avert the terrorist strike at Rampur.
"I am the Chief Minister of UP. Our intelligence department is not that weak," she snapped back when asked to elaborate on her statement alleging that certain Congress leaders were out to eliminate her and were "patronising" expelled BSP MP Atiq Ahmed whom she dubbed as "mafia".
Declining to specify the names of the Congress leaders, she merely said, "the details will be divulged at an appropriate time".
Accusing the Congress-led coalition of following the erstwhile BJP-led Government's path of "harassing and trying to get her involved in fake cases", she said she would convene a meeting of her party office bearers and legislators after January 15 "to take a final decision" on the issue of support to the Centre.
Noting that her party has 19 MPs in the Lok Sabha and seven in the Rajya Sabha, she alleged that the Congress-led government was "deliberately delaying" a decision by the CBI on the disproportionate assests case.
Mayawati said that despite the intelligence agencies of the Centre and Uttar Pradesh apprehending that certain forces were trying to assassinate her, the Centre has not sanctioned SPG cover for her as demanded by her government.
"I see a big conspiracy of the Congress party and seeing its attitude if anything untoward happens to me then the Congress will be solely responsible," she claimed adding that the weaker sections would never forgive the Congress in such an eventuality.
To a specific question whether she felt that Congress President Sonia Gandhi had sanctioned the attack by party leaders on her, Mayawati expressed ignorance recalling that Gandhi was in the hospital and was only discharged yesterday and has been taking rest.
Mayawati predicted that since the Congress was following the path of BJP, it would meet worse fate than that of the Saffron party in the next Lok Sabha elections.
"The alarm bell for Congress has already rung in Gujarat and Himachal Pradesh," she said.
The Uttar Pradesh Chief Minister said the Congress was blaming BSP for its poor performance in the recent Gujarat and Himachal Pradesh Assembly polls as her party had done well in both.
The Congress should blame its own weaknesses for its poll debacle, she said dismissing suggestions of BSP aligning with any other party in the series of state polls ahead as also in the Lok Sabha elections.
On the recent terror strike in her state, Mayawati put the blame squarely in the Centre's court reminding it that militants come from abroad and "not with any visa or passport".

The Bengal Chief Minister under attack once again from well known names in the state. They were in Nandigram to remember the victims on the first anniversary of the violence in Nandigram and sharp words from Budhadeb Bhattachraya's opponents who say they dont expect anything humane from him.
''I have nothing to say about Budhadeb Bhattacharya. I don't expect anything humane from him , I won't call him an animal that will be insult to an animal,'' said Mahasweta Devi, social activist.
Writer and Padma Vibhushan awardee Mahasweta Devi was among the intellectuals who visited Nandigram to pay tributes to those killed in the violence, exactly a year ago.
Three people, including 10-year-old Biswajit Maiti, who were opposed to land acquisition for a proposed SEZ were shot, allegedly by CPM workers.
Intellectual support for the violence-hit people of Nandigram was spontaneous.
''We have come here to express solidarity with the people of Nandigram for whom we have immense respect because in spite of all the threat and violence the kind of courage they have shown is certainly rare,'' said Aparna Sen, filmmaker.
''Nandigram today has become a symbol for people who are not ready to tolerate torture and injustice,'' she added.
Dissident CPM workers too showed up to lament the loss of their relatives.
''I used to be a member of CPM, so was my son. We were all along with CPM...we only joined BUPC on January 3 last year,'' said Dhananjay Mondal, father of slain BUPC supporter, Bharat Mondal.
Voice of the civil society in Bengal is growing louder each day.
Monday's rally by the intellectuals points out that though it is being touted as an apolitical one, it will definitely have a bearing on the coming panchayat elections in May.
