    India 69th on global eco freedom index

    India has secured an all-time high rating of 6.6 on a scale of 10 in the index of Economic Freedom of the world for 2005 and has been ranked 69 out of 141 countries. The ranking, though, has slipped from 60 in 2004.

    The index, prepared by the Canada-based Fraser Institute, was released today by Commerce Minister Kamal Nath, who said the country is following a path of economic reform which was tailor-made to suit its particular needs.

    Significantly, this is the highest increase in rating registered by any of the 141 countries on the index in the past 15 years. Though India is ranked higher than countries like China (86), it lags behind Third World countries like Botswana (38) and Mongolia (44). The highest rank is secured by Hong Kong, followed by Singapore and New Zealand.

    “The report shows that though India is doing well in pursuing economic reforms, other countries are doing even better,” said Parth J. Shah of the Center for Civil Society, one of the partners involved in the preparation of the index.

    India Inc. may not have to reserve jobs for the underprivileged once the government sets up the Equal Opportunities Commission (EOC) which will institutionalise affirmative action just like in the US. So says N.R. Madhava Menon, who has just finished a draft national policy on criminal justice to be submitted to the government.
    "This Commission, when it is set up, has the potential to be the guiding light for all government policies concerning not only employment but all other areas that includes the private sector," Menon told IANS in an interview.
    "Pushing equal opportunity has its merits as it enjoins upon every organisation to factor social responsibility - both in the private and public."
    Given the responsibility of laying out the contours of EOC based on the recommendations of the Justice Rajinder Sachar report on the socio-economic conditions of Muslims in the country, Menon believes affirmative action is a historic opportunity whose time has come.
    "Did you know that in America federal contracts are awarded to companies and corporations that have to be equal opportunities players, otherwise they are not eligible?" he asked.
    It was US President Lyndon B. Johnson who coined the term Equal Opportunity Employment. It was created to prohibit federal contractors from discriminating against employees on the basis of race, sex, creed, religion, colour or national origin.
    "Let us see the terms of reference first. Only after that can I figure out whether this will be a constitutional or statutory body and the powers that will vest with the Commission," said Menon.
    Menon was told by the ministry of minority affairs to work on the charter for the Commission and the powers it would enjoy.
    Assisting him in drafting the charter will be Yogendra Yadav and Javed Alam, senior fellows at the Centre for the Study of Developing Societies, Rohington Nariman, son of eminent lawyer Fali Nariman, and Ashwini Deshpande of the Delhi School of Economics.
    Menon says his first task would be study the EOCs functioning in the US, Britain, Canada and South Africa and see how best practices can be employed in the Indian situation.
    Besides submitting a seminal draft national policy on criminal justice, Menon is a key member of the committee on centre-state relations and is also part of a law ministry panel to study judicial impact assessments.

    'India can never be a Hindu State'

    Former Delhi high court judge Rajinder Sachar was appointed by Prime Minister Manmohan Singh's [Images] United Progressive Alliance government to head a committee to study and submit a report on the social, economic and educational status of Muslims in India. The panel submitted its report to the government on November 17 last year.
    In an exclusive interview with Rediff India Abroad Senior Editor Ajit Jain in Toronto -- where he was a guest of the American Federation of Muslims of Indian Origin (Canada [Images]) -- Justice Sachar said, "We have indicated the dismal education and poverty levels among Muslims, and we have offered our suggestions on what steps should be taken to improve the dismal conditions. I believe the government is taking action on our suggestions."
    Justice Sachar said top officials have assured him that the UPA government will try and implement most of the recommendations made in the report. "It is good that both Houses of Parliament will discuss our report now."
    For Justice Sachar the question is not whether there is any kind of systemic discrimination against the 174 million Muslims of India. "There is such a perception, and there is such a feeling in the minority community. It is not as if there is any deliberate attempt to discriminate against Muslims but, frankly, Muslims lack very much on the education side. There is reluctance on the part of parents to send their girls to school. The government has to make a lot of effort in this direction so that more and more Muslims -- men and women alike -- receive proper education," he said.

    Government has identified 90 minority concentration districts across the country where it intends to carry out development programmes, the Lok Sabha was informed today.
    A budgetary provision of Rs 120 crore has been made in the Annual Plan 2007-08 for implementation of a multi-sectoral development programme for minority concentration districts to address the "development deficits" of such districts, Minority Affairs Minister A R Antulay said in a written reply.
    No funds have been released yet under this budgetary provision, he said.
    Computer Centres: The National Council for Promotion of Urdu Language has established 228 centres through non-governmental organisations, particularly in states with a large Muslim population, Antulay said in reply to another question.
    "The aim is to make available in the urdu language the knowledge if scientific and technological developments as well as the knowledge of ideas evolved in the modern context," he said.

    A government-appointed panel's recommendations on implementing 27 per cent reservation for Other Backward Classes (OBCs) in educational institutions will cost the exchequer Rs 17,270 crore during 2007-12, the Rajya Sabha was informed today.
    The Oversight Committee's recommendations on OBC quota are based on the five subject specific groups which dealt with different disciplines, Minister of State for Planning M V Rajasekharan said in a written reply. The Committee has also suggested setting up of empowered panels in each of the institutions like the IITs, IIMs and Central universities and at the ministry level, he said.
    Rajasekharan further said the Committee has suggested the government to set up an Inter-Ministerial Monitoring Committee to monitor and review implementation of OBC reservations.
    The Committee took into account the groups' report on the financial requirement while recommending adequate funds for implementation in a phased manner, he added.

    Stampede in Jabalpur; 11 killed, 24 injured

    Jabalpur (MP): At least eleven persons, including five women, were killed and nearly two dozen injured, three of them critically, in a stampede at a congregation at an ashram in village Bharra near Jabalpur on Thursday.A large crowd had gathered at the Ashram of one Sarota Baba alias Ishwaridas who had been holding camps with claim to cure diseases with help of herbs and spiritual healing, when the stampede broke out following heavy rains.The incident took place as people ran hither and thither into narrow lanes and some fell into a rivulet in the vicinity.

    As many as 11 persons, including five women, were killed, he said adding some persons are also feared drowned after falling into the Bharra rivulet.

    Nearly two-dozen persons were injured, of whom the condition of three was stated to be critical, he said.
    The World Bank has said it will deepen its engagement in poor states such as Orissa and Bihar in India, the country which borrowed the biggest sum of 3.75 billion dollars globally during 2006-07.
    The bank said it will focus on cross-cutting reforms such as governance and fiscal management, and continue addressing deficiencies in the South Asian region's investment climate, such as weak infrastructure, red tape and corruption.
    "We will also deepen our engagement in states where poverty is increasingly concentrated, such as Orissa and Bihar in India and Sindh in Pakistan," it said in a media release.
    The World Bank's programme in India focuses on providing basic services such as access to clean water and education, improving infrastructure for rural areas, and employment.
    The Bank's lending reflects 700 million dollars in lending to the health sector to India. Pakistan was the bank's seven largest borrower with 985 million dollars of loans.
    The World Bank extended 6.9 billion dollars to South Asian countries in 2006-07, an increase of 2.3 billion dollars over the previous year. With 3.75 billion dollars, India accounts for more than half of the lending to the region. The country also makes up 15 per cent of total lending of World Bank and International Development Association.
    Eight countries of South Asia are using World Bank Group support in more than 78 projects designed to overcome poverty and enhance growth.
    South Asia is home to the largest number of people in the world living below one dollar a day, so the agenda for poverty alleviation in the region remains very large, said Praful Patel, World Bank vice-president for South Asia.
    Ex-supermodel begs for a living
    New Delhi Sept 3: It's a riches to rags story of Geetanjali Nagpal, a former super model who once walked the ramp with Sushmita Sen, but today is forced to lead a desolate life on the streets of Delhi.
    She now dresses in shabby clothes and begs for scraps for a living. Some NGOs and the Delhi Commission for Women have now offered her help.
    Daughter of a navy officer, Geetanjali studied at Mount Carmel School in Delhi and later graduated from Lady Sriram College.
    Little is known about the former model's personal life and the circumstances that led to her ruin. However, sources say she lost assignments and got into drugs to cope with stress.
    Geetanjali studied fashion designing at South Delhi Polytechnic and ventured into modeling in 1990. She was living-in with a British man in Goa until recently.
    "Its actually very shocking to hear something like this and to witness it. I have been here for almost a decade now. There have been models here before me and I haven't seen anybody's life being staked like this," says former model Mehr Bhasin.
    "It's really unfortunate. But don't blame the modeling world for it. It could be the people she met, the circumstances she went through," she adds.
    Geetanjali's parents, who live in Delhi's Lajpat Nagar area, have disowned her, sources told CNN-IBN.
    When contacted, they said, they would only accept her back if she gave up drugs and went into a rehab to be a "refined human being".
    Modeling is associated with a dark, ugly side, which remains unseen to most people outside. A glamorous lifestyle, high-profile parties and contacts that come as a perk with a model's job do not always translate into money.
    "An actress or a popular model cannot go and work in a shop or in a call center like other people if she loses her job. And it's a high maintenance lifestyle that these people have to support," says psychologist Dr Chabria.
    Although drugs and alcohol aren't necessarily a part of everyone's life in the modeling world, but most take it up because the "stressful" job demands it.

    Gujjars threaten stir if Chopra Committee term is extended

    Jaipur, Sep 6 (IANS) The Gujjar community Thursday warned the Vasundhara Raje government in Rajasthan of 'serious consequences' if the term of the high-powered Justice Jasraj Chopra committee, looking into the demand to grant them tribal status, is extended.
    'The government is planning to evade the issue by trying to extend the term of the Chopra committee. But the Gujjar committee would not allow this to happen,' expelled Bharatiya Janata Party (BJP) legislator Prahlad Gunjal said here.

    Gunjal, a Gujjar leader, while addressing a press conference said the community would not allow any extension of time to the Chopra committee and it will have to submit its recommendations within the stipulated date of Sep 12.

    The high-powered Chopra committee, set up by the state government on June 12 was to submit its report in three months' time on Sep 12. However, in a letter to the government on Aug 30, the committee had said that it wanted an extension till Dec 15 as it had completed only 40 to 50 percent of the work.

    'The government is committed to approve the recommendations of the Chopra committee within the stipulated time and inform the Gujjars about it. Any departure from this commitment would be disastrous and the government would be responsible for it,' warned Gunjal.

    He said the third maha panchayat (mass meet) of the Gujjar community to be held on Sep 13 at Dholpur would decide the future course of action.

    Gunjal said 300,000 persons attended the mass meet held in Jhalrapatan a few days back and the number would be higher at Dholpur.

    He blamed Chief Minister Raje for creating a caste conflict in the state.

    Phoolan Devi murder case officer to appear: Prosecutor

    New Delhi, Sept 06: A Public Prosecutor assured a court here that the Investigation Officer (IO) of the Phoolan Devi murder case would appear before it today for identifying the sister of the slain bandit-turned politician who wanted to depose as a witness.
    Special Public Prosecutor S k Saxena submitted before Additional Sessions Judge V K Bansal that the IO, against whom the court had earlier issued summon for Thursday, has informed that he would appear today.
    The recording of Munni Devi`s statement, who claimed herself to be Phoolan`s sister and an eyewitness to the incident, has not been done due to the continued absence of the IO. His presence before the court is required under the law as the identity of every prosecution witness needs to be verified by a competent officer before recording of the statement.
    Earlier, the court, while issuing summon against the IO, had asked Munni Devi to remain present on September 06 and ordered that her testimony could only be recorded after her identity was established. Saxena had earlier challenged the identity of Munni Devi and said it was necessary to find out as whether she was the same witness whose name figured in the list of prosecution witness, containing 175 names.
    The court, on the last hearing, had asked Delhi Police to provide security to Munni Devi on her fervent plea alleging she was apprehending danger to her life from certain policemen and various others people.

    We are on the eve of the 60th year of India’s independence from the British regime. For many millions of people in India it means nothing. They are not even aware that the British once ruled over this country and that now there are Indian rulers making use of the same systems and structures to oppress them in the name of nationalism and development.
    In order to bring more awareness and some meaning in the lives of the Dalits (We are trying to change this negative identity into Adijan), Adivasi people and Muslims of India we have written our next book. It is called “Dalitocracy”, The Theory and Praxis of Dalit Politics. However, it is not exclusively for Adijans (Dalits). It will also make a lot of sense for Women, Adivasis and Muslims. It is a volume of 300 pages.

    The book will be officially released on 24 August at the Ambedkar Bhavan in Miller’s Road in Bangalore. This is part of a national seminar that we are organizing in the same venue in view of the 60th year of Independence. About 15 organizations have joined hands to organize this seminar. The release of the Book will be at 11.30 in the morning and will end with a simple lunch.
    We write this to personally invite you for the release of the Book. We like to request you to subsequently participate also in the seminar. However, if you are unable to take part in the seminar at least come for the Book release. This book will definitely become a landmark in the political history of the Dalit people and other minorities in India because it is substantiated proposal for electoral reforms in India towards a Proportionate Electoral System. We plan to launch a national campaign for Electoral reforms in India later. We shall print invitations and send them to you. However nothing like writing to you personally like this.
    The Book is the consequence of a research Raj did in Germany on German electoral system. This research has been further embellished by both of us with political theories and the way the whole things is being put into practice in the Dalit Panchayat Movement in Tumkur District.     Muslims in Gujarat: Victims of a conspiring State

    Nafisa Bi lost her eyesight three years back after three of her sons were arrested under the notorious Prevention of Atrocities & Terrorist Act (POTA) after the Sabarmati Express, was burnt by the miscreants in Godhara railway station in February 2002. Today, Nafisa, 60 is completely blinded in her isolated home, which used to have a bakery. There are 11 such families living in Rehmat Nagar area of Godhara who have lost everything after their male members were arrested and kept in prison. Charges have not been framed yet, said Rehana Bi whose husband Shabir Hussein was a conductor in a private bus and was randomly arrested along with other 'conspirators' for their alleged role in the incident. The meager earning were not enough to sustain their family of four. Her younger daughter Shamim Bano was not born yet and has not seen her father so far. Rehana does not have any other members to support and is earning her livelihood through domesticated work at the houses of nearby Muslim locality of Boharas. " I go at 8 in the morning and return at 12 pm. They give me the left over food, which I eat and bring for my children. In cash, I just get Rs 250/-. My husband was getting Rs 1,200/- as monthly salary. How can my family survive in a meager Rs 250/-, she asks. No body comes here to ask us about our problems. A few social work organizations were here for some year but now they too have left leaving us in lurch. We have no clue about when our people will be released from the jail, despite the fact that we are informed that Supreme Court has ordered them bail, she explains.
    Gujarat has witnessed systematic isolation of the Muslims in the past 10 years. Their movements are traced and livelihood shattered. It is very difficult for them to get even the work in the Hindu households. Even if the community wants to restart its life forgetting the past, there is no certainty whether the product that they make would sale in the market or not. Efforts were made by many NGOs, which failed because of the un written economic blockade by the powerful group of the Hindutva brigade. In fact, the tribal and Dalits face the same wrath in the village if they ally with any likeminded organizations which talks of their identity and rights.
    The pain of Nafisa bi needs to be understood in terms of the ailing Gujarati society and the crisis Muslim women face in Gujarat. With most of the male members gone behind the bar, these women today face the uphill task of reviving their lives in a deeply polarized and hostile atmosphere. Rehmat Nagar area reflects the mood of the state government and their zeal to isolate Muslim further. There is no activity in the area, which is completely cut off from the main high way. No link road and if it rains then perhaps it would become nearly impossible for these women to go to earn. Most of the women are surviving on the alms which their employer give them apart from a salary of Rs 250/- per family per month.
    Activists come and promise that our people would be released soon as the Supreme Court has ordered, said Rehana Bi. But Nafisa Bi seems to be resigned to her fate. 'It is more than three years that I saw my sons. Now even if they come, I would not be able to see them.' Neighbors inform that Nafisa weeps all the time. Her husband divorced her long back without caring their children. Fortunately, her sons were hardworking and earned their livelihood well to take care of her. Today, she is thoroughly dejected at the plight of her sons who she alleges were beaten up mercilessly in the police lock up. Her son Shabir Anwar Ansari have three sons and one daughter while Alauddin, the other son got married the same year. The locality is about 5 kilometers away from the railway station where the Sabarmati Express's coach were burnt. ' The police came in the evening with their face covered and asked the male members to accompany them to their bosses office', say Rehana. She further added that there were no women police personnel when they came. They were all men showering the choices abuse on us.
    Fakharuddin Yusuf was a Bus driver. He was arrested as soon as he returned from his trip. He was put in Sabarmati jail where he died one year later. He was beaten up mercilessly in the police lock up. Obviously, the Gujarat police whose track record is worst while tackling with the minorities cannot escape the blame. Many young children who were born after their father was arrested often ask their mothers when would their father return.

    A six-member delegation from the Communist Party of China today called on West Bengal Chief Minister Buddhadev Bhattacharjee and discussed various issues on business and civil society. A spokesman of the delegation told reporters here that a business team would shortly come from China to explore the opportunities for investing in the state.On the other hand, West Bengal Environment Minister Sailen Sarkar said Wednesday the state government had not approached his department for an environment impact study at the Nayachar island, the new site for a proposed chemical hub.
    'Nayachar has been selected for the proposed chemical hub in West Bengal, but my department has not received any request to carry out an environment impact study at the site,' Sarkar said during a seminar on 'Sustainable Initiative - strategies for business development', organised by the Confederation of Indian Industries (CII) here.
    Nayachar, a 40 sq km island on the Hooghly riverbed in East Midnapore district, has been selected as the likely place for the chemical hub that was originally to be set up at Nandigram.
    Violent protests against the land acquisition plan for the project forced the government to shift it elsewhere.
    The state government owns 11,000 hectares of land at Nayachar; a sparsely populated island located about 150 km from Kolkata. Some of the land there is also owned by the Haldia Development Authority (HDA).
    A Muslim cleric today demanded, in the presence of Trinamool Congress chief Mamata Banerjee, that controversial Bangladeshi writer Taslima Nasreen should not be given shelter in West Bengal and be driven out.
    "If Taslima Nasreen is allowed to stay in West Bengal, Muslims, who voted for the Left Front government for the last 30 years, should unite and throw her out of the state for her anti-Islamic stand and blasphemous writings against the Prophet," said Pirzada Twaha Siddique, chief of the Phurphura Darbara Sharif.
    The cleric's statement was greeted by the crowd attending a madrasa student felicitations programme with shouts for the ouster of Taslima. He said that the Bangladesh government had already pushed Taslima out and she had not found shelter in any European country. The cleric sought to know the TC chief's view on the issue, saying "we have gathered the views of Congress and the CPI(M)."
    Meanwhile, Bangladesh denied it arrested a suspect involved in twin bomb attacks in the southern Indian city of Hyderabad that killed at least 40 people last month.
    Bangladesh police arrested Mohammad Sharifuddin, a suspected member of the Bangladesh-based Harkatul Jihad Al- Islami group, the Times of India reported yesterday, citing unidentified intelligence officials. Bangladeshi police are questioning him for his alleged role in the Hyderabad blasts, the newspaper said.
    ``There have been no arrests in this regard,'' Touhid Hossain, foreign secretary in Bangladesh's Ministry of Foreign Affairs, said in a phone interview from the capital, Dhaka, yesterday. ``The person mentioned has not been arrested.''
    On the other hand,The Hyderabad police today said phone calls were made to Pakistan and Bangladesh before and after the twin blasts here on 25 August from a mobile phone of a Bangladeshi, who is now on the run.
    Two prime suspects have admitted to being part of the chain that smuggled RDX into Hyderabad this year during their narco-analysis tests in Bangalore. The explosive’s location is not yet known.
    Today, Sheik Abdul Khaleel echoed what Syed Imran Khan, a Hyderabad bank employee, said during the tests that RDX was stored at Imran’s residence here before a part of it was used for the Mecca Masjid blasts. Khaleel is in custody in a fake passport case. Both confirmed that they acted at the behest of Shahid alias Bilal, the prime suspect for the terror attacks in Hyderabad in the past three years.)
    The calls were first made to Pakistan on 24 August. Soon after the blasts, calls were made to Bangladesh. All calls were from Rizwan Ghazi’s mobile. He is on the run after his sister, Rafsanjani, was caught when suspected of using fake currency. Police found a bus ticket from Ghazi’s rented house in Kishanbagh area. The house was booked on a fictitious name. The second Bangladeshi is referred to by his codename “RR” and stayed with Ghazi.
    The bus ticket showed that he travelled two days before the blasts. Several teams are now combing Bangalore, the Andhra Pradesh-Karnataka border areas and Andhra Pradesh-Tamil Nadu border areas.
    This confirms the Bangladesh angle and the Bangalore element in the blasts, police said.
    The third live bomb, found under a foot overbridge in the congested Dilshukhnagar area, that did not go off and was defused, was found timed to explode at 10-40 pm. The timer device used was a quartz table clock with an alarm, besides minute-and-hour hands. Police said he made a mistake by placing the minute hand near the hour hand and not vice versa. The terrorist intended to time it at 7-50 pm, around the same time when the twin blasts exploded.
    Police also clarified that the person detained in Bangladesh is Hamza, a Bangladesh national. He is involved in the Mecca Masjid blast of May and works with Shahid alias Bilal, Harkat-ul-Jehad-al-Islami top functionary, and Andhra Pradesh’s most wanted terrorist.
    Hamza’s identity was confused with that of Abdul Bari alias Abu Hamza who was involved in the Saibaba temple blast in 2002 and in the foiled conspiracy to blast the Ganesh temple at Secunderabad in 2004. After that, he became inactive and his whereabouts are not known, they said.
    Police picked up one SA Sami early this morning from the Malakpet area for questioning. His brother, Aziz, was killed in an encounter in 2000. Aziz was accused of setting off tiffin box bombs which exploded in Hyderabad in the mid-1990s. Police also picked up Fiaq, on the run since May’s Mecca Masjid blasts. He is proficient in bomb making, a skill he acquired from Bilal.
    Northern Bay of Bengal faces tsunami risk

    PARIS, Sept 5: The northern tip of the Bay of Bengal, home to tens of millions of people, faces a potential double whammy from an earthquake and tsunami, a scientist warned on Wednesday, reports AFP.
    He says the peril does not appear to be immediate but says there are many unknowns and further work is needed to quantify the risk.
    Quake experts today fret about a stress point just east of where the December 26, 2004 temblor occurred near the Indonesian island of Sumatra, killing some 220,000 people. The risk of another giant event at this spot is high, they fear.
    But Phil Cummins of Geoscience Australia says another danger lurks to the north along the coast of Myanmar and Bangladesh, in a so-called subduction zone-where one part of the Earth''s crust is slowly diving under another.
    A vicious "locked-thrust" fault, of the kind that unleashes tsunamis, runs parallel to the shore in similar fashion to the Sumatra fault, he believes.
    It has been overlooked because the last big quake there was nearly two and a half centuries ago, and the fault lies hidden under seabed sediment up to 20 kilometres (12 miles thick), he contends.
    "This is the type of earthquake that could generate a large tsunami which could impact the densely-populated Ganges delta," he said in a phone-in conference with reporters.

    'The India Doctrine'

    The India Doctrine. Edited by M.B.I. Munshi. 288 pages. Bangladesh Research Forum, Dhaka (July 2006).

    Adorned in a saffron red jacket and embellished with a detailed map of South Asia the concept of an India doctrine has been introduced to the readers in Bangladesh recently. The book "The India Doctrine" has been published by the Bangladesh Research Forum and edited by Barrister M.B.I. Munshi. Munshi's contribution to the book constitutes the largest section with several other writers from Bangladesh, Nepal, and Sri Lanka providing some useful and informative chapters.
    The book comes complete with a foreword written by an esteemed scholar, professor Ataur Rahman of Dhaka University, who sets the theme of the book. We are reminded by Rahman that while India might have its own rationale for framing its regional policy compatible with its national interests, the fact remains that constant apprehensions, mistrust, and tensions between India and its smaller neighbors including Bangladesh had its negative effects on any meaningful cooperation and security in the region.
    This introduction neatly moves us into the chapters written by Munshi, which are a series of discussions that covers the relations between India and East Pakistan/Bangladesh from 1947 to the present. It attempts a historical and geostrategic appraisal of relations between the two countries but also offers a more wide ranging analysis involving Indian external intelligence operations in Bangladesh and outside. The central idea of the chapters when taken as a whole appears to be that the India doctrine as implemented by successive administrations is not limited to simply harming the economic interests of its neighbors but also has a historical and intellectual underpinning that comes from the thoughts and writings of Jawaharlal Nehru and Madhav Sadashiv Golwalkar among others. The idea of a United India (or an "Akhand Bharat"), according to the author, is still a goal of Indian policymaking in South Asia.
    Rahman is forced in his foreword to contend that this thesis may seem implausible and "far-fetched" but also points out that Munshi supplements his ideas with an exhaustive and elaborate set of references and notes to back up his argument. However, a defect in this intricate framework of references is that the chapters lack a bibliography, which would have made it easier to verify the arguments advanced by the author. The chapters also seem to be hampered by the fact that they were written originally as a three-part article and the author clearly has had some difficulty in framing his arguments within this constriction. However, Francis Fukuyama and Samuel Huntington both started their seminal works in a similar manner with articles in prominent journals before they were rendered into book form, and this does not seem to have affected the stream of their discussion and thoughts.
    As this may be, the principle cause of disquiet will certainly be Munshi's interpretation of significant historical events and his commentary on the motivations of characters such as Jawaharlal Nehru, Indira Gandhi, Sheikh Mujibur Rahman, and Ayub Khan who are all now long dead. I was certainly surprised by some of his findings, but it was difficult to find fault here as most of his views are backed-up with thorough research and investigation. His chapters on the 1971 war and the insurgency in the C.H.T. (Chittagong Hill Tracts) are probably the most tantalizing in terms of historical data and comparisons.
    Some of Munshi's arguments are further buttressed by a short chapter by Khodeza Begum, who makes reference to events that occurred during the 1990's related to clandestine meetings held in Dhaka concerning the reunification of the subcontinent. In her chapter, there is an extensive discussion on the policies being pursued by the Indian government that according to her is detrimental to the sovereignty and territorial integrity of Bangladesh. She analyzes the concept of a United Bengal that has featured in some of the Indian political literature in recent years. She has also summarized the tactics and strategies adopted by the Indian government and its intelligence agency to undermine the unity of Bangladesh and to inculcate the population of the country with a perspective adverse to the nation's integrity.
    Although solidly written there is a problem with the length of the chapter as well as the dated materials used by the author. A more contemporary approach may have served better but the evidence seems irrefutable and the author should update her research before a second edition is considered.
    In a sudden change of location, Brig. Gen. M. Sakhawat Hossain inexplicably takes us all the way to the Indian Ocean and the emerging strategic scenarios being played out in the area. One may legitimately question the relevance to the overall context and theme of the book but the author makes this abundantly clear when he remarks that rivalries in the South Asian region are primarily based on events in 1971 and India's intent on dominating the region has had to appreciate the ground realities that this cannot be achieved alone. Hossain expertly explains the intricate alliances being forged in the region and the importance of the Indian Ocean in the strategic thinking of India, China, the United States, and Pakistan. His comments on the insurgency in Northeast India and the recent uprising in Nepal are highly commendable and very insightful, especially in the case of Nepal, where he had visited prior to writing the chapter.

    EARLIER this year Bangladesh's generals tried and failed to consign the countries' two leading civilian politicians to exile. Now they have locked them both up. On September 3rd police arrested Khaleda Zia, leader of the Bangladesh Nationalist Party (BNP) and prime minister until last October, and her younger son, on charges of corruption. Mrs Zia (pictured above after her arrest) will be the next-door prisoner in Dhaka's idle parliament building to her nemesis, Sheikh Hasina Wajed, prime minister from 1996-2001 and leader of the Awami League, the other big party.
    This will be uncomfortable for both women, who loathe each other. Judging from the sentences meted out in recent months by specially created courts to members of their kleptocratic coteries, they can expect long jail sentences. Until now, despite Bangladesh's regular appearance at the top of global corruption league tables, the only politician ever convicted of graft was General Hossain Muhammad Ershad, Bangladesh' s military ruler in the 1980s. In a rare moment of unity, the two women ousted him in 1990. Since then the parties that they managed to turn into patronage-based personality cults have won about 90% of votes in elections.
    But so appalling was the begums' record of governing the country that most of its 150m people were relieved when the generals took control in January. The mechanism intended to rescue democracy from viciously confrontational two-party politics—an unelected caretaker government to oversee elections—collapsed because the BNP picked a partisan president to rig the poll. Instead, the army forced him to resign as the head of the caretaker government, cancelled parliamentary elections, declared a state of emergency and installed an interim regime to pave the way for elections by December 2008.
    Encouragingly, the army has so far resisted following the example of so many military regimes that form their own political parties to prolong their rule. But this, of course, might change. There is little to reassure Bangladeshis that the generals' attempt to redesign society and stamp out corruption will not end up as the totalitarian disaster that follows so many coups.
    It is not clear for how much longer the emergency government will be able to keep people quiet. Since January it has detained an extraordinary number: more than 250,000, according to Human Rights Watch, a monitoring group. The army chief, Moeen U Ahmed, has accused “evil forces” of instigating student riots last month. To Bangladeshis, such language is as painfully familiar as the repression that followed the students' call for the early restoration of democracy—censorship, arrests without warrants, and the beating-up of intellectuals and journalists.

    A Bangladesh court on Thursday ruled that detained former prime minister Sheikh Hasina stand trial on charges of kickbacks amounting to $100 million in the purchase of military planes from Russia eight years ago.Bangladesh's army-backed interim authority has ordered all government employees to submit statements of their wealth by the end of the year as part of an anti-corruption drive.The case against Hasina was originally filed by the government of immediate past prime minister, Begum Khaleda Zia, but has since been revived by the country's army-backed interim administration as part of a campaign against graft.
    "The charges against Hasina will now proceed for trial as the High Court has rejected her petition," a court registrar said, referring to a petition filed by the former prime minister seeking to quash the charges.
    Hasina, chief of the Awami League, has been accused of conniving with six officials, including the then chief of the air force, to misappropriate $100 million in the purchase of eight Mig-29 fighter planes.Hasina, who served as premier from 1996 to 2001, has been under detention since July on a separate case relating to charges of extorting more than $1 million from two businessmen.
    She has denied both the charges.
    To the surprise of nearly everyone in Bangladesh, the mighty appear to be falling fast in a corner of Asia where power and impunity have long gone hand-in-hand.
    A military-backed government is trying to stamp out the corruption that permeates nearly every layer of Bangladeshi society — from getting a hospital bill (a few dollars) to opening a factory (millions) — and, in the process, undermine the two politicians whose rivalry is widely blamed for the country's rampant graft.
    The soldiers and technocrats who assumed power nine-months ago moved a step closer to their goal Monday with the arrest of former Prime Minister Begum Khaleda Zia, picked up nearly two months after her rival, Sheikh Hasina Wazed, was jailed.
    The arrests have been welcomed by many in the country that long-ago grew weary of watching the pair trade premierships while corruption worsened and strikes and protests intensified, shutting down everything from urban markets to the garment factories that churn out J. Crew and Banana Republic shirts.
    Lanka-India high level defence committee set up
    India and Sri Lanka have set up a high level committee on defence-related matters following a visit to New Delhi by three senior officials of the island nation, government sources said on Thursday.

    The recent bombings in Hyderabad as well as in the Pakistani garrison town of Rawalpindi have put the spotlight on the problem of terrorism plaguing both countries, but Pakistan has yet to agree to dates proposed by India for the second meeting to take their anti-terror mechanism forward. India and Pakistan decided to set up the path-breaking anti-terror institutional mechanism in September last year during talks between Prime Minister Manmohan Singh and Pakistan President Pervez Musharraf on the sidelines of Non-Aligned Movement (NAM) summit in Havana. The mechanism was set up in the aftermath of the horrific bombings in Mumbai's commuter trains that led to a brief suspension of the composite dialogue between the two countries.
    'India has proposed two sets of dates for the next meeting on the anti-terror mechanism. But Pakistan has yet to agree to either of them,' an official source told IANS.

    'We are ready for the talks. The problem is from their side as they have yet to appoint the additional secretary who will head the anti-terror mechanism from the Pakistani side,' the source added.

    'If Pakistan agrees, the talks can be held this month,' the source said.

    Pakistan's Tariq Osman Haider, the then additional secretary (United Nations and Economic Coordination), held talks with India's K.C. Singh, Additional Secretary (International Organisations) at the first meeting on the anti-terror mechanism held in Islamabad March 6. Haider retired last month.

    The twin blasts in Hyderabad last month, which killed 44 people and in which some terrorists with cross-border links are suspected to be involved, has underlined the urgency for holding the meeting on the anti-terror mechanism, Indian officials said.

    India and Pakistan had agreed to hold a meeting on the mechanism after every three months. The next meeting should have been held by June, but domestic politics in Pakistan in the aftermath of the sacking and reinstatement of the chief justice and the action against hardline clerics of Lal Masjid came in the way.

    During the first meeting on the joint mechanism, India and Pakistan had agreed to make it 'more meaningful, substantive and significant, involving the framework for durable cooperation on terrorism'.
    The first meeting was held soon after the blast on cross-border Samjhauta Express train.
    Pakistani President Pervez Musharraf has struck a defiant note once again. His lawyer has told the Supreme Court that the president's term expires on November 15 but he can be re-elected again.

    It's the latest face off between the Pakistani President and Chief Justice Chaudhry.

    In his reply to the Chief Justice's query on when the Presidential term expires, Musharraf's lawyer refused to give a timetable. Attorney General Qayyum said that Musharraf could be re-elected as President with or without the uniform.

    “The seven-member bench headed by Chief Justice Iftikhar Mohammad Chaudhry has rejected President’s lawyer’s plea to give a stay to the proceedings of offices. They have fixed September 17 as the date to start formal hearing of the case,” said Pak news agency Dawn News.

    The case that challenges Musharraf's plans to be re-elected is only the latest in a series of legal challenges that he has been facing. First it was when the sacked Chief Justice was re-instated back to the position. Then the Supreme Courts ruling that allowed Shahbaz Sharif to return to Pakistan, and finally the one that paved the way for his brother former Prime Minister Nawaz Sharif's return.
    Meanwhile,The Left parties today smelt a rat in the government decision to import nearly eight lakh tonnes of wheat at Rs 1,600 per quintal and demanded an "effective and "transparent" inquiry into the matter.

    "It is an issue of absolute malpractice which should be looked into. We are demanding an appropriate, effective and transparent inquiry into it," CPI Leader in Lok Sabha Gurudas Dasgupta told reporters here.

    CPI(M) leader Brinda Karat has also written a letter to Prime Minister Manmohan Singh questioning the UPA government's decision to import wheat "at prices much higher than those prevailing in the Indian market." Since the rabi wheat crop at an estimated 74.5 mn tonnes this year has been better compared to last year, it was possible for the government with a more farmer-sensitive procurement policy to have met the requirements for the public distribution system through domestic procurement, she said in the letter.

    She said the government had floated a tender for import of five lakh tonnes of wheat at USD 263 per tonne in May but subsequently cancelled on the grounds that the price was too high.

    "However, just two months later in July the government imported the same amount at USD 325.59 a tonne leading to a loss of Rs 127.93 crores. Shockingly this way compounded by a further import order for almost eight lakh tonnes at an even higher rate of USD 389.45 which meant a further loss of Rs 412 crores," she pointed out.

    "Thus the faulty policies of import have led to a loss of Rs 540.40 crores. What were the reasons for cancelling the initial order? What were the reasons for staggering the tenders when this only benefits big traders to push up prices?,"she added.
    The Kerala government has convened a high-level meeting here to sort out the issues connected to the controversial land sale agreement between a private individual and ISRO for setting up ISRO`s Space and science Technology Institute at Ponmudi, Chief Minister V S Achuthanandan said.
    Speaking to reporters after a cabinet meeting, the C M said that besides himself, representatives of ISRO, the Forest Minister and Revenue Minister would also participate at the meeting. "A final decision on the matter is expected after the meeting," Achuthanandan said when asked whether the institute would come up at Ponmudi itself.
    To a question, Achuthanandan said that ISRO had not conveyed to the government in `proper` format, the request for land for the institute. The government was prepared to provide land to ISRO to set up an institute like this, he said. For projects like the development of Kannur, Kozhikode and Thiruvananthapuram airports, it was the state government which acquired land and handed it over to the authorities concerned, he added.
    The controversy on the land deal is that Merchiston estate, part of which was identified for the institute to be located, was vested with the government after being notified as Ecological Fragile Land (EFL) in 2001. The UDF opposition has alleged that government helped the estate owner transfer the forest land.

    We are horrified to learn that no other than but your caretaker government, which we consider as most gentle and civilized government of Bangladesh in recent past, arrested as many as five senior university professors of Dhaka and Rajshahi Universities on the alleged suspicion that these teachers holding distinguished academic posts (such as erstwhile VC, dean, head etc.. ) in the university were involved in organizing anti-government demonstrations and agitation outside the university campus. The arrested teachers are:

    Honorable Mr. Chief Adviser, barring the arrests of several teachers during Pakistani occupation period in 1971, before or after no government in Bangladesh (including governments of Pakistani days) had arrested any university teacher for criticizing a sitting government or even participating in anti government movement(s). Sir, in this respect your government certainly made a history when it had picked up five senior professors in the dead night in a Gestapo style by the disciplined force in civil dress and put them under police remand for interrogation. By arresting several university teachers in this way, and closing down the university your government has shown little respect to the academic community and university autonomy. Certainly criticism of a sitting government or even participation in a non-violent resentment against the government should be treated as offence amounting to arrest. Your government treated these professors, each one is distinguished in his own field, as if they were criminals of third grade. In no way we are convinced that they are anti-state elements, anti-socials, but might be critic of your government on many policy issues, but certainly they could not be held responsible for organizing, least participating in violent public demonstrations held out side the campus from 22 August on wards in the country. On the contrary, it is interesting to note that you picked up those teachers who are known to be progressive, believer in liberal democracy, secularism, anti-communalism and anti-fundamentalism, pro jamat & pro BNP teachers, though participated in the present agitation within the campus remained untouched so far.     We all know the current military-backed CTG took over power amid chaos, unrest and rampant corruption created by the previous BNP-Jamat government, politicians and bureaucrats country wide. We hoped the CTG's main focus would be - taking all necessary steps to create a level playing field to ensure a free and fair election although Bangladesh has many other pressing issues of irregularities. Unlike the past governments, we thought for the first time we saw some rays of hope for a progressive, free and corruption-free democracy. But as time progressed, it seemed to us, the CTG became more political than necessary and in many ways, deviated from its chief mission. Despite his repeated utterances that army has no interest in politics General Moeen himself continued issuing explicitly politically biased speeches on several occasions. We believe General Moeen's role in controlling and influencing the CTG to some extent has given a wrong signal to military personal that they are somewhat "the masters" of the people. Or else, how does one account for so many cases of gross human rights violations since the CTG came to power? The recent example of army and police force%u2019s brutal attack on students in Dhaka only reaffirms us of army and police's arrogant and imperious attitude. Although it is true that you as chief adviser have expressed sorrow and took some actions to appease the agitated students and people nationwide, the unwarranted and unjustified arrest of five respected university teachers makes your sincerity a suspect in the public eye.
    The details of the arrest of five university teachers remind us of how through a deeply-planned conspiracy to cripple the nation some of our greatest heroes including many university teachers, were kidnapped, tortured and murdered by the Pakistan army and its local collaborators in 1971. We don't wish to see the repetition of such vicious act in independent Bangladesh and that too, in 2007. The people of this country do not want the police or any other security force personal behave like a master. That said, we submit the following demands before the CTG government of Dr. Fakhruddin Ahmed:
    * Release the five arrested university teachers immediately. Also, of the tens and thousands of people arrested country wide, set all those free against whom no legal charges are pending.
    * Ensure the release of the report of inquiry commission set up to investigate recent incidence at Dhaka University among public. Merely setting up an Inquiry Committee to appease the masses is not enough.
    * ASAP, punish those army and police personal who physically attacked the DU students.
    * Withdraw all kinds of censorship and ban on the new and communication media. Every citizen of Bangladesh, whether at home or abroad, is entitled to know what is going on in his/her country. This is their inherent and inalienable right, not any mercy from any government.
    Last but not the least-
    * Ensure a free and fair election as the first priority of the CTG and inform the citizens this government's exit strategy and time table for hosting the election for the sake of transparency.
    We sincerely hope it is still not too late for you to set up a good precedent for the future governments. That said, we submit to you sir, as chief adviser of the CTG - taking the above-mentioned steps would only help the government achieve its long term goal; at least this is what we believe.

    TIMES NOW has learnt that the Government is considering a proposal to make changes to the Atomic Energy Act of 1962. All of India's nuclear facilities fall under the provisions of this Act.
    According to information exclusively made available to your channel, a Cabinet note has been prepared to discuss changes to this act. It is slated to be put up for discussion before the Cabinet tomorrow (September 6).
    According to the note the Government proposes that the Atomic Act should be changed to allow institutions authorised by Centre to carry out atomic energy research.
    It calls for the constitution of an Atomic Energy Regulatory Authority (AERA) with statutory powers to regulate atomic facilities.
    Along with changes to deal with the threat of nuclear terrorism, this will facilitate compliance with the Convention on Physical Protection of Nuclear Materials 1980, which India signed and ratified in 2002.

    Most importantly, the Cabinet note says that the Act should explicitly provide for "strategic activity" through the inclusion of a reference to national security.
    The existing Act does not deal specifically with the weapons programme, and this proposal seeks to change that. The changes will reflect the development of India's nuclear bomb-making facilities, and if they are approved, the weapons facilities will not be under the ambit of the regulatory authority.

    In the face of strong opposition to the Indo-US nuclear deal from Left parties and the Opposition, the government today said the agreement would have major benefits for the development of India's public and private industries.

    In a written reply in Rajya Sabha, External Affairs Minister Pranab Mukherjee said, however, that the financial viability or total cost benefit of the agreement could not be calculated as it is not a commercial contract.

    "The agreement would certainly have major benefits for the development of India's industries, both public and private," he said.

    High technology trade with the US and the other technologically advanced countries would also expand, he said.

    Quoting Prime Minister Manmohan Singh's statement in Parliament on August 13, he said the Government has ensured that the autonomy of strategic programme is fully maintained and that the deal in no way curtails, inhibits or restricts our strategic autonomy or capabilities.

    Iran said on Thursday it had agreed a timetable with Russia for the start-up of the Islamic state's first nuclear power plant, but an official in Moscow said negotiations with Tehran were still under way. Iranian chief nuclear negotiator Ali Larijani was quoted by the state broadcaster as saying "good agreements" had been reached with Moscow for the inauguration of the Russian-built Bushehr plant, without giving details on when it might happen.     Representatives of the Left and the government are busy working out the dates for the meeting which is likely to take place sometime between September 10 and 14, sources said. In this regard, senior CPI(M) leader Sitaram Yechury met External Affairs Minister Pranab Mukherjee, who is also the convenor of the newly-formed committee.
    Sources said the government wants the committee to meet twice before Kakodkar, Chairman of the Department of Atomic Energy (DAE), goes to Vienna to attend the meeting of IAEA's governing body.
    Left parties, which are opposed to operationalisation of the nuclear deal, does not want Kakodkar to talk about the safeguards agreement with IAEA when he travels to Vienna. While the Left Parties are seeking an assurance in this regard, the government has maintained ambiguity.
    As the discussions are underway to finalise date for the committee's meeting, Left has conveyed to the government that its leaders will not be free till September 09.

    In a move aimed at wooing minority communities of the state, Trinamool Congress chief Mamata Banerjee today hinted at snapping ties with the BJP-led NDA alliance saying her party was trying to "stand on its own" in West Bengal.
    "We are now with no one and are trying to stand on our own," Banerjee, an estranged ally of the NDA alliance, said at a madrasa student felicitation programme here. She said, in recent times, her party was going ahead with agitation programmes on its own, be it Singur or Nandigram.
    "In West Bengal our party is going it alone."
    She had never betrayed the minorities even when she was a minister in the NDA government, Banerjee said accusing the CPI(M) of falsely dubbing her as communal.
    "The CPI(M) had even campaigned during the last Lok Sabha elections that our party was involved in the Gujarat riots.
    "We fought against Tada, voted against Pota and had demanded the resignation of Gujarat Chief Minister Narendra Modi for the riots," the Trinamool supremo said in a apparent effort to win back the confidence of minorities who constitute 27 per cent of the total population in West Bengal.
    Banerjee, however, said that she had respect for BJP stalwart A B Vajpayee and had joined the NDA "as we were determined to fight the CPI(M) in West Bengal. Our fight against CPI(M) atrocities will continue."
    Trinamool Congress had not supported NDA's presidential candidate and abstained from voting. The party also did not disclose for whom it voted in the vice-presidential election.

    A female elephant that bolted from a circus last week to elope with a wild tusker has returned after a whirlwind romance.Mamata hints at walking out of NDA coalition Sabitri (26) had eloped with a tusker from Jharkhand that broke through the tent of the Olympic Circus at Kumarbazar in Raiganj, around 175 km from Kolkata, in the middle of the night on Aug 29.
    The employees of the circus had almost given up hope of getting her back when they spotted Sabitri last evening, some distance away from her mate.
    A forest team, which had been closely following the elephants for the past few days, immediately stepped in and raised a din, which drove the tusker further away.
    "We spotted her standing alone near a pond in Gangajalghati forest in Bankura. Our employees cordoned her off, blew conch shells and beat drums, scaring her mate away," Bankura Divisional Forest Officer Raju Das told IANS.
    Sabitri even responded to her mahout Kalimuddin Sheikh after having given him the cold shoulder for the past few days.
    BJP says no to nuclear debate without voting
    New Delhi: The BJP, it seems, is all set to stall parliament over its demands for voting in both Houses on the Indo-US nuclear deal at the end of a debate on the accord.
    "We stand by our demand for a vote on the nuclear deal under rule 184 in the Lok Sabha and rule 168 in the Rajya Sabha," senior BJP leader Vijay Kumar Malhotra told reporters after a meeting of party MPs chaired by Leader of Opposition L K Advani here.
    He said the party would also persist with its demands for setting up a joint parliamentary committee on the 123 agreement and disbanding what he called a private committee of the UPA and the Left to examine the communists' objections over the deal.
    In his brief address to party MPs, Advani said they should leave for their constituencies immediately after the monsoon session gets over and highlight to the people the "failures" of the Congress-led government.
    The former deputy prime minister, who believes a snap election can take place any time, alleged that the ruling Congress had lost public trust, thanks to the way it has been handling internal security, and the nuclear deal.

    Indian, British commandoes to carry out exercises in Ladakh and as the Indo-US nuclear deal continues to dominate the national politics, the Left leaders have hit the roads on the issue.A procession from Chennai to Vishakhapatnam - 900 km - will be covered over three days telling people that be it an American naval ship in Indian waters or the Indo-US nuclear deal, both threaten India's sovereignty.
    ''It is ironical that Chidambaram started his own shipping company to break the monopoly of the British imperialists and now our government is hosting the same imperialist forces,'' said Prakash Karat, CPIM General Secretary.
    But will be it easy to explain complex issues to a rural audience?
    Both Houses of the Parliament were adjourned till Friday in the wake of a debate on the Indo-US nuclear deal.Rajya Sabha, which was scheduled to debate the issue, could not take up the Nuke deal debate.Earlier, the NDA and the Third Front members demanded a joint parliamentary committee to examine the deal.As the Government braces itself for a debate on the nuclear deal, the Left is keeping up the pressure on the UPA against what it calls the UPA's growing proximity with the United States as reflected in the joint naval exercises in the Bay of Bengal.
    After strong pressure from the Left to hold a debate on the issue of nuclear deal in the Rajya Sabha, the government on Thursday held the debate, however, the Parliament session was marked with disruptions in both the houses. The scenes which dominated the monsoon session of the Parliament started with the opposition and the Left stalling the proceedings over the 123 agreement and demanding formation of a Joint Parliamnetry Committee (JPC).
    The current session of Parliament has seen the UPA come under constant attack by the opposition over the Nuke deal. Moreover, following the ruckus on Thursday (Sept 6), the speculations are rife that the government might want to wrap up the parliament session early (Parliament adjourment sine de) to avoid a debate over the issue of nuke deal, something that might be opposed both by the opposition and the Left.
    The opposition, mwanwhile, is united in condemning the 15-member committee consisting of UPA and Left leaders, which they call is a Marriage Dispute Settlement Committee.
    Commenting on the constitution of the 15-member committee, Prabhunath Singh, Leader, JD (U) said:"This committee formed by the government is a private limited company."
    Meanwhile, BJP deputy leader in Rajya Sabha, Sushma Swaraj said:"We are adamant on our stand for constituting a JPC and the government should also make its stand clear on the issue."
    Interestingly, for the Left, it is in their interest to continue the marriage of convenience with the UPA at least for now, while reserving the right to criticise the government everyday.
    Elaborating on the nuclear deal, Sitaram Yechury, Leader, CPI(M) said:"We want to stop this negative aspect pertaining to the nuclear deal."
    While the government seems to be quiet clear on their strategy -- i.e. they can now take the high moral ground for listing the Indo-US nuke deal for debate in the Rajya Sabha, and subsequently, blame the opposition for not letting the House run. Moreover, the setting up a JPC is a proposal that has been already ruled out
    On the issue of constituting a JPC, the Union Science and Technology Minister, Kapil Sibal said:"We rejected this demand for JPC because there is no ground for demanding a JPC."

    With the buzz indicating an Parliament adjourment, the moot question is, when will the government announce an early closing, whether it's going to be on Friday (Sept 7) or on Monday (Sept 10) after the Indo-US nuke deal is also listed in the Lok Sabha for a debate.
    After all the government is committed to the nuke deal and the others like the Left and Opposition are not interested in the semantics of the deal, which will be debated in the Parliament. However, for the aam aadmi, the speculation will continue -- whether the mid-term polls will be in early 2008 or later.

    The ongoing naval wargame in the Bay of Bengal involving five nations does not ''target'' China but is designed to shape strategic choices by regional actors like India, a senior Pentagon official has said.
    ''This exercise does not target China. It is designed to shape strategic choices being made by all regional actors.
    Malabar is a sign of responsible stakeholders interested in promoting peace and security by a visible presence,'' said Brigadier General John Toolan, Principal Director for South and South East Asia at the US Department of Defence.

    ''US and Indian cooperation does not seek to contain China. India, and the countries engaged in this naval exercise, would not stand for this,'' Toolan said at a meeting on Capitol Hill organised by the Indian American Security Leadership Council.
    The senior official said the ''unique'' relationship between India and the US would not be defined by a treaty due to overlapping interests and shared value systems, and added that Washington would like to see its evolving ties with New Delhi transform into something it has with key allies like Britain, Australia and Japan.
    ''Our relationship with India is unique, and unlikely to be defined by a treaty alliance. The US is confident that, by virtue of our overlapping interests and shared value systems, the US and Indian strategic partnership will deepen organically, without requiring a treaty,'' Toolan added.
    ''The potential for the US and Indian strategic partnership is tremendous. India's influence in the world is on the rise as the reach of its booming economy, military and soft power expands,'' the senior official said.
    ''It has perhaps the largest announced budget for external defense acquisitions in the world. India's soft power is also contributing to its global influence,'' he further said.
    Toolan added that the US would like to see India contribute more to the maintaining of international security and act as a responsible regional stakeholder ''commensurate with its growing influence''.
    MPs from the Left and Third Front parties held a demonstration on Thursday at the entry gate to Parliament completely blocking the entrance.
    Meanwhile, the Left has criticised the government and opposition for a lack of interest on the debate.
    ''There was a demand for discussion right from the beginning of this session. But the question was under what rule it would be done,'' said Sitaram Yechury, CPI(M) leader.
    ''While the BJP initially wanted the discussion under voting rule, later they demanded it under non voting rule. The BJP is shying away from the discussion so that its true intentions are not exposed before the nation,'' said Yechury.
    The battle lines in the nuclear war inside Parliament are clearly drawn.
    The NDA insisted on a Joint Parliamentary Committee, which the government has consistently denied.
    Meanwhile, in an interview to NDTV, CPI (M) General Secretary Prakash Karat said the question is not about setting up a JPC or a vote on the nuclear deal in Parl.
    If there is a discussion in Parl it will be clear that the government is in minority & the majority is against the deal.
    He questioned the motive of the BJP about their opposition to the deal.
    Finland, a member of the Nuclear Suppliers Group, is closely following the Indo-US civil nuclear deal but is yet to take a decision on supporting India's move for adjusting the NSG guidelines for trade in atomic materials and sharing of know-how.
    Senior Foreign Ministry officials of Finland, who did not wish to be named, told a group of visiting Indian journalists that a decision in this regard ''will be taken in due course of time.''

    "Why the hubbub over a B-52 taking off from a B-52 base in Minot, North Dakota and subsequently landing at a B-52 base in Barksdale, Louisiana? That’s like getting excited if you see a postal worker in uniform walking out of a post office. And how does someone watching a B-52 land identify the cruise missiles as nukes? It just does not make sense.
    So I called a old friend and retired B-52 pilot and asked him. What he told me offers one compelling case of circumstantial evidence. My buddy, let’s call him Jack D. Ripper, reminded me that the only times you put weapons on a plane is when they are on alert or if you are tasked to move the weapons to a specific site.
    Then he told me something I had not heard before.
    Barksdale Air Force Base is being used as a jumping off point for Middle East operations. Gee, why would we want cruise missile nukes at Barksdale Air Force Base. Can’t imagine we would need to use them in Iraq. Why would we want to preposition nuclear weapons at a base conducting Middle East operations?
    His final point was to observe that someone on the inside obviously leaked the info that the planes were carrying nukes. A B-52 landing at Barksdale is a non-event. A B-52 landing with nukes. That is something else.
    Now maybe there is an innocent explanation for this? I can’t think of one. What is certain is that the pilots of this plane did not just make a last minute decision to strap on some nukes and take them for a joy ride. We need some tough questions and clear answers. What the hell is going on? Did someone at Barksdale try to indirectly warn the American people that the Bush Administration is staging nukes for Iran? I don’t know, but it is a question worth asking."

    On 5 September, Asia Times published an article by M.K. Bhadrakumar, a diplomat with more than 29 years experience in the Indian Foreign Service, in which the author speaks about the recent developments within the frame of the US' "Great Central Asia" strategy and the balance of powers in the region.
    Some 2,300 years ago, a dignitary from the Western world came to the foothills of the Pamir Mountains, and he wondered how he and his army would cross the mighty Oxus River to reach the Hindu Kush.
    That was when Alexander the Great paused in Bactria to rest his exhausted army and allow the winter to pass, before heading toward the Indo-Gangetic plains in the summer of 326 BC to invade India. The great warrior finally decided to sew up the leather tents and use them as floats to cross over to Afghanistan.
    Last week, the US Army Corps of Engineers plugged the gap in Alexander's logistics by building a bridge across the Pyanj River to connect Tajikistan and Afghanistan. The poignancy of the occasion was obvious. US President George W Bush made it a point amid the distractions over Iraq to send a cabinet-level official to be present at the bridge opening ceremony on August 26 in Tajikistan.
    What is the significance of a 670-meter bridge? Previously, a sporadic ferry service connected the Tajik town of Nizhny Pyanj with the Afghan town of Shir Khan Bandar. The torrential river currents didn't allow the ferry to operate for months at a stretch when the ice and snow melted in the Pamirs and flooded the tributaries. But the new bridge can easily handle as many as 1,000 trucks per day.
    Strictly speaking, US Secretary of Commerce Carlos Gutierrez didn't have to come all the way to witness the commissioning of the US$37 million project. But the US administration evidently regarded this as a showcase project. Gutierrez said the bridge would become "the widest connection between Afghanistan and the rest of the world". That was an interesting enough diplomatic statement - relating Afghanistan to its northern neighbors.
    But more important, he went on to describe the bridge as a "physical and symbolic link between Central Asia and South Asia". Afghan President Hamid Karzai, who was present, took a step further ahead and called it a link that "unites Central Asia with Southern and East Asia". China enters the podium.

    Atomic Act changes?

    TIMES NOW has learnt that the Government is considering a proposal to make changes to the Atomic Energy Act of 1962. All of India's nuclear facilities fall under the provisions of this Act.
    According to information exclusively made available to your channel, a Cabinet note has been prepared to discuss changes to this act. It is slated to be put up for discussion before the Cabinet tomorrow (September 6).
    According to the note the Government proposes that the Atomic Act should be changed to allow institutions authorised by Centre to carry out atomic energy research.
    It calls for the constitution of an Atomic Energy Regulatory Authority (AERA) with statutory powers to regulate atomic facilities.
    Along with changes to deal with the threat of nuclear terrorism, this will facilitate compliance with the Convention on Physical Protection of Nuclear Materials 1980, which India signed and ratified in 2002.

    Most importantly, the Cabinet note says that the Act should explicitly provide for "strategic activity" through the inclusion of a reference to national security.
    The existing Act does not deal specifically with the weapons programme, and this proposal seeks to change that. The changes will reflect the development of India's nuclear bomb-making facilities, and if they are approved, the weapons facilities will not be under the ambit of the regulatory authority.

    In the face of strong opposition to the Indo-US nuclear deal from Left parties and the Opposition, the government today said the agreement would have major benefits for the development of India's public and private industries.

    In a written reply in Rajya Sabha, External Affairs Minister Pranab Mukherjee said, however, that the financial viability or total cost benefit of the agreement could not be calculated as it is not a commercial contract.

    "The agreement would certainly have major benefits for the development of India's industries, both public and private," he said.

    High technology trade with the US and the other technologically advanced countries would also expand, he said.

    Quoting Prime Minister Manmohan Singh's statement in Parliament on August 13, he said the Government has ensured that the autonomy of strategic programme is fully maintained and that the deal in no way curtails, inhibits or restricts our strategic autonomy or capabilities.

    "Our rights to pursue our three-stage nuclear programme remain undiluted," Mukherjee said.
