I am grateful to you for this positive response. In fact,the indigineous outcast people the dalits, tribals,minorities and shudras belong to austroloid group anthropologically.Pan african Race is at the recieving end worldwide.But the tragedy is that despite being Blacks anthropologically, marginalised enslaved majority people of South Asia or elsewhere do not recognise the roots. Indian Caste system and Apartheid are the two sides of the same Zionist Brahminical coin. The new post modern Galaxu Manusmriti order is nothing but an expression of racial supremacy which began with the destruction of Mahergargh, Harrapa and Mohanjodoro as well as Maya and Inca civilisations.
Since knowledge was reserved for the Ruling class everywhere as now science and technology belong to the racial Hegemony, the Black People do not know their roots at all.
Andaman nicobar Islands, west indies, Sout and East India, Australia and Neuziland indigenous people happen to be the missing links of international Black movement which is not different fro dalit movement in South Asia.
I insist that we have to inform our people worldwide as Information Explosion is misused as the best tools of Zionist Hindu Galaxy imperialism and the ruling MNCs worldwide.
I appeal to allpeople related to subaltern studies to initiate communications with the people at grassroot level worldwide. It should be on the topmost priority of the Global anti Imperialist, anti apartheid and anti untouchability resistance.
We must get our resources from our roots.
I am hopeful that the people like you with your vision and experience may be very effective to mobilise the marginaliged enslaved population on this good earth.
This movement is also a must to save the Earth as the Imperialism targets Nature as well as Man.

Polavaram Submergence Zone
NOT JUST A PLACE TO LIVE

In Sriramagiri panchayat, a few Kondareddi settlements want nothing to do with the relief and rehabilitation package for those who would be displaced by the Polavaram dam. Fighting off underhand tactics by officials, they are determined to remain in their homes, amidst their culture and its history. R Uma Maheshwari reports.
They said her name was Seeta mahalakshmi. It conjured up in my mind an image of a middle-aged woman, just another of those proxy women panchayat representatives. I've visited many other villages in V R Puram mandal of Khammam district, and one becomes familiar with the typical occupants of these offices reserved for women, but often managed by them in name only. But my mind's image of this Kondareddi woman vanished with a pleasant surprise. Out walked a young sprightly woman, with a sportsperson's gait, dressed in pant and shirt, her wavy hair plaited behind. A woman with doe eyes and skin like porcelain. I was introduced to Kotla Seetamahalakshmi, the 23-year-old Panchayat President of Sriramagiri panchayat, amidst the warmth of a late afternoon in early February.

Seetamahalakshmi's beauty is not a stereotype to bind her character in; it is something that adds to her persona, of one leader, among many, who refuses to move an inch from her stated position. Sriramagiri panchayat is one of the many that will be submerged under the Andhra Pradesh government's proposed Indira Sagar (Polavaram) dam on the Godavari river. And its sarpanch is firmly against the dam and the government's 'packagi' (the relief and rehabilitation package, as it is referred to in these parts). Her views are heartening, especially since on this particular trip, I've witnessed too many people from the submergence-area villages gradually losing hope and the will to resist the power of the state. Second National Conference of Dalit Organisations
Vision and Voices of New Dalit

Greetings from NACDOR!
Launched with the Self Help Movement of Dalits for their development in December 2001, National Conference of Dalit Organization (NACDOR) has already established it as the National Platform of Dalit Organisations. NACDOR is a progressive, secular, democratic and non-sectarian confederation/network of Dalit Organisations. Led by the Dalits, it works towards the advancements of Dalits through innovative programs, enabling strategies, community based interventions in systematically evolved synergies of various stakeholders working towards the goal of social, economic, cultural and political empowerment of Dalits.
NACDOR was the outcome of a year long process initiated in January 2001 and culminating as the first National Conference of Dalit Organisations from 8 to 10 December 2001 in New Delhi, where m ore than 200 Dalit Organisations from more than 15 states participated . The Conference deliberated on concerns and issues of Dalits and resolved to influence polic ies , programs and processes having any bearing on Dalits. The Conference decided to work proactively to overcome the problems of the Dalits, oppose exclusion and practices hindering their socio-economic growth and lobbying with government, larger civil society organisations , including national/international support organizations, and corporate world to persuade them to include Dalits in their development framework by considering them as an opportunity not the liability.
Since then NACDOR has been successful in influencing civil society agenda, impacting Government's policy and programmes, and drawing the attention of the INGOs towards the emancipatory needs of the Dalits. It is heartening to note that the UN bodies, International organizations, corporate sector and all with empathy with the Dalits have positively included Dalits in their agenda. World Health Organisation has set up a World Commission on Social Determinants of Health focusing on socio-economic factors affecting the health of the Dalits and other marginalised. Department for International Development (DFID), UK Government has incorporated social exclusion of Dalits in their development agenda; UN Millennium Campaign recognises Dalit Voice against poverty; and civil society organizations are much more open to understand Dalit issues than they had been earlier.
NACDOR delegation, which me t the Prime Minister of India on 6 th December 2006 , successfully drew his attention towards the Dalits. On 9 th December 2006 , immediately after this, the Prime Minister of India declared the need to revitalize component plans for Scheduled Castes and Scheduled Tribes in National Development Council Meeting. Confederation of Indian Industry and Associated Chambers of Commerce both have also taken up concrete Steps on affirmative action for Scheduled Castes and Scheduled Tribes.
Since NACDOR-I in 2001, many realities have changed. Special Economic Zones, Corporate entry in Retails affecting small and marginalized street hawkers have serious implications on Dalits. Similarly, p rivatisations of basic services such as education, health and sanitation etc also have serious repercussions on marginalised. Therefore, it is the time not only to consolidate and strengthen the gains achieved so far, but also identify the areas of new interventions to keep the marginalization of the Dalits in check and work towards inclusive growth empowering Dalits. Dalits, after having made headway in politically sensitive Uttar Pradesh, should also work towards fully utilizing these opportunities to strengthen their voices everywhere – society, economy and cultural domain.
Therefore, it is important for National Conference of Dalit Organizations (NACDOR) to work towards evolving a Comprehensive Dalit Agenda, clearly tackling with emerging challenges that focus on new opportunities.
NACDOR – II process that began in India Social Forum on 13 th November 06 in New Delhi , will culminate into second National Conference of Dalit Organisations or NACDOR-II from 5 to 10 December in New Delhi . NACDOR – II has been planned to evolve a Comprehensive Dalit Agenda. More than 1000 Dalit Organisations from all over India shall be participating in this unique endeavour. Starting on World Dignity Day – International Day of Dalit Struggles on 5th December 2007, with a huge Peoples' March at the Parliament by thousands of Dalits, NACDOR-II will conclude on International Day of Human Rights 10 th December 2007 by lighting 1000 candles of Dignity. We hope to have every conscious Dalit or non-Dalit to be part of this historic process of NACDOR – II.

Subject: In regard to birth centenary celebrations of Bhagat Singh

Dear Prime Minister Dr. Manmohan Singh ji,
As the birth centenary of the greatest martyr of the nation-Bhagat Singh, begins from 28th September, the day he was born in Chak No. 105, village Banga in Jadanwala tehsil of district Lyallpur( Now named Faislabad) in undivided India in year1907, I wish to draw your attention towards certain significant matters, which should be paid serious and urgent attention.
We, in India, celebrate Bhagat Singh birth day and martyrdom day in village Khatkar Kalan in district Nawanshehar( now being named as (Shaheed Bhagat Singh Nagar) and at Hussainiwala near Ferozepur, where we have erected a memorial for them , taking these to be the place of his birth and cremation, respectively. The fact of the matter is that both the places are artificially created. Bhagat Singh was born in a house at the place, I mentioned above and I have visited that house recently and brought some photographs too, which I am attaching with this mail. Khatkar Kalan is just the ancestral village of Bhagat Singh , where he never lived. Same way Bhagat Singh was executed in Lahore jail, the ‘Phansighat’ has since been demolished and turned into ‘Shadman Chowk’,its photographs are also attached with. Bhagat Singh had his early education in a village near his house, about which CPI General Secretary Sh. A.B.Bardhan has drawn your attention. Better part of Bhagat Singh’s life was spent in Lahore . His father, a patriot in his own right and a Congress worker had a farmhouse near Lahore . Bhagat Singh and his father had long association with Bradlaugh Hall, Lahore , which was the centre of national movement and which located National College , set up by Lala Lajpat Rai, where Bhagat Singh had his education. (Photographs attached) In fact, after execution a horrifying cremation of bodies took place, badly cut into pieces and burnt after pouring kerosene on these near Ganda Singhwala village by British rule, which is now called Hussainiwala. The piece of land, which was actually acquired by Govt. of India after many years of partition. But the people searching for the bodies for whole night of 23rd March 1931, had actually picked up the half burnt pieces and brought these back to Lahore and cremated these properly with huge procession on Ravi river bank, where earlier Lala Lajpat Rai was cremated in November 1928. So the actual place for memorial of Bhagat Singh is Lahore , either at the location of river Ravi or at Shadman Chowk, where they were executed.
On the occasion of Bhagat Singh centenary, I think these are the places, where memorial functions must be held, with the participation of Indian and Pakistani people and if possible, with both the Governments should also plan joint functions. Bhagat Singh is loved by Pakistani people as well and he is the one, who is regarded as a common symbol of freedom struggle. Government of India must send a delegation to Lahore and Chak no. 105, his birth place, probably in the leadership of Sh. Shashi Bhushan, former M.P. and member of programme implementation committee for Bhagat Singh birth anniversary. Members of Parliament like Mohmad Salim(CPM), Abani Roy(RSP), Debbrat Biswas(Forward Block),D Raja(CPI), historians like Prof. Bipan Chandra, journalists like Kuldeep Nayar, Chief Editor-‘The Tribune’ from Chandigarh, patriots like Baba Bhagat Singh Bilga, President Desh Bhagat Yadgar Hall Jalandhar, writers like C D Sidhu,( Author of Punjabi play-Bhagat Singh Shaheed) film makers like Rajkumar Santoshi and Ajay Devgun,(“The Legend of Bhagat Singh’ fame) members of Bhagat Singh family—Kiranjit Singh(nephew -son of Kultar Singh), Jagmohan Singh(nephew), Abhai Singh(nephew), Advocate and writer Malwinderjit Singh Waraich,Researcher Dr. Gurdev Singh Sidhu etc. should form Indian delegation. These names are such, who have contributed towards preserving the legacy of Bhagat Singh.
Government of India should make efforts to get Bradlaugh Hall of Lahore declared as heritage building from Government of Pakistan. At the moment the building is in bad shape, but this must be preserved due to its historic importance in freedom struggle. This should also serve as common symbol of the people of both the countries. Same way the house, where Bhagat Singh was born should also be turned into a memorial. Initially, a plaque must be put up there and it should develop into a place, where Indian visitors could easily go to pay their respects, as they go to Nankana Sahib. A plaque and statue of Bhagat Singh needs to be put up near or inside Shadman Chowk square, Lahore . This demand has been made many times by Pakistani intelligentsia itself and the present Pakistani Govt. may not be averse to this idea. A plaque should be put up in Mianwali jail in Pakistan , where Bhagat Singh was kept for few months.
A year long common programmes like film shows, drama festivals, poets/writers meet, seminars etc. should also be chalked out to commemorate Bhagat Singh, either at various groups level or at Governmental level or at both the levels. In this regard Bhagat Singh’s writings must be published in Urdu, Sindhi, Pashto, Punjabi (Persian script) and Baluchi for Pakistani readers. At least it should begin with Urdu and Punjabi in Persian script, which is in use in Pakistan .
I wish and hope that these suggestions may be kept in mind, while chalking out various programmes in regard to Bhagat Singh centenary. If programme implementation committee can discuss these suggestions that will even be better. The committee has already taken a commendable decision to establish Bhagat Singh Chair in JNU and 1857 Chair in IGNOU.

Poverty and limited education keep Dalits in poverty

“Whether you’re educated or employed, you’re regarded as untouchable. Whether you’re in London or India, you’re untouchable.” That is the reality of caste discrimination – it exists everywhere, explained Maria Dass, a member of the Dalit community in London.
“You are made to feel untouchable and called names. You’re supposed to carry out certain degrading and menial jobs associated with the untouchable caste. Unless you are able to receive an education, you cannot aspire to anything great. There is no education and no possibility for our people to go for anything other than the traditional jobs of cleaning and sweeping.”
According to Dass, Project Co-ordinator for the new Caste it Out campaign launched by human rights organization Imani Development Ltd, the few that do get the opportunity to progress do not return to their people but instead try to disassociate themselves from the community. That has been a major problem in the struggle to achieve community empowerment among Dalit groups: “a lack of leadership and lack of resources,” Dass added.
Dalits suffer from terrible incidents of violence. Every day in India at least three Dalit women are raped, but the government is failing to address these atrocities. The problems experienced by Dalits are more pronounced in the rural areas, especially as Dalits are dependent on the upper castes for work, such as domestic labour or cleaning the streets. They are afraid to speak about incidents of violence as in most cases the police will always support the upper castes.
Dass said: “The upper castes are the minority, but they own most of the land and resources, so they control the political arena and the police authorities. A Dalit would therefore not dare to complain about their sufferings. Human rights violations against Dalits have been taking place for centuries.” Although there is greater awareness about caste discrimination, people lack the desire for change. Upper castes are proud of their status and do not wish to lose their power and privilege. Dalits are routinely referred to in demeaning terms such as 'pariah' meaning social outcast.

If Dalits account for 80 per cent of the poor in India, then 80 per cent of aid should go to the Dalits. But Dalits do not even get eight per cent.

But the problems of caste discrimination are not restricted to the Indian Sub continent. Dalits who live in the UK also suffer as a result of being placed at the bottom of a social and economic hierarchy. “I have been in the UK for five years and work in a place where the majority of employees are Indians. Working at a supervisory level, I see the struggles of the Dalits and the way that they are separated from other employees and treated differently,” Dass explained.
The caste system affects how people dine, socialize cultural activities and generally is counter-productive to community cohesion. “Dalits live in their own ghettoes. I observe that Dalit youths are not very comfortable about their identity and some have an inferiority complex because they are regarded by other Indians as untouchables.” Dalits are less skilled and suffer from higher levels of unemployment as well as living with the psychological problems of being labelled as lower caste.
Dass said: “When I came to the UK in 2002, I came here to study. But when I saw this indifference and ignorance of our plight I felt I had to try to do something about it.” He is highly critical of organizations which he refers to as the ‘developmental mafia,’ individuals, usually from upper castes who are appointed as representatives of the Dalits who benefit very little from such initiatives.
“Whether we like it or not, those who represent the Dalits at an international level who are from upper castes – prejudice does exist. Caste is a cancer – it is always there.”
Measures to address poverty fail to take account of the role that caste discrimination plays in confining Dalits to a life of poverty and destitution from which there is no escape. “If Dalits account for 80 per cent of the poor in India, then 80 per cent of aid should go to the Dalits. TRADITIONAL LAW OF ADIVASIS VERSUS HINDU PERSONAL LAW
Indian Constitution and Adivasis
According to the Article 25 of the Indian Constitution Adivasi is outside of the bounds of Hindu religion. The religion of Adivasi is separate like that of Muslim, Christian and he is leading his life according only to those traditions for generations. Adivasi's method of living life is entirely different from that of Hindus and his identification also is separate from the Hindus. Naturally the religion of Adivasi is beginning of their separate identification. Hindus culture is "killer of nature" in the name of progress whereas the Adivasi is worshiper of the nature. Naturally religion of Adivasi belongs to this land and they have got their own "Gana" Panchayats i.e. the republican council which performs administration of law.
After Independence "Hindu personal law" was made, based on the social background and traditions of Hindus. But there were more traditions and more fertile backgrounds for making personal law for the Adivasis, available, and though Adivasi traditions with its different method of life, different religion, different language, different methods of jurisprudence were already available, neither a separate personal law of Adivasi was made, nor the traditions of Adivasi sanctified. As a result they were kept away from the law of independent India.
The total system of the Adivasi "Kulas", i.e. Totems, are not based on caste and are outside the purview of the Chaturvarna is in existence even today. In this Nature Worshiper society there is no concept of God, there is no Idol worship, there are no temples. Therefore, Hindu leaders always know that Adivasis do not fit in any of our religious principles, and will be required to give separate identification to them. But it is clear, that they have no intention to allow such separate identification to Adivasis.
